SUMMARY

Agustin Segovia holds a degree in Physics from the Universidad Complutense de Madrid. He has 25 years of professional experience working in the field of science, technology, innovation and competitiveness for public and private multilateral international cooperation organizations.

Over a 15 years period, between 1990 and 2005, he has developed his professional activities in the CDTI (Centre for Industrial Technological Development, www.cdti.es) acquiring extensive experience as a Spanish representative in International R&D Programs (EU RTD Framework Program, Eureka, CYTED, Iberoeka, Galileo, GMES, ..), conducting the International Cooperation Department and designing and implementing the SOST office (Spanish office for Science & Technology, www.sost.es) in Brussels.

In July 2004 he was appointed unanimously by the General Assembly of the Iberoamerican Program CYTED (Science and Technology for Development,  www.cyted.org) Coordinator of the Iberoeka Managing Organisms Network of 21 Latin American countries. He designed and implemented the Iberoeka Action Plan 2005-2006 for technological innovation in IberoAmerica.

During a period of 2 years, between 2006 and 2007, he led an R&D specialized company in the private sector, advising European companies on R&D global strategies developing technology diagnostics, opportunity studies, monitoring strategic and economic intelligence and the  establishment of R&D management systems.

Between 2008 and 2012 he has worked 4 years as an expert to the relations Mexico - EU, supporting the CONACYT (National S&T Council of Mexico www.conacyt.mx) and the EU Delegation to Mexico (eeas.europa.eu/delegations/mexico) for the design, development, monitoring and closure of the FONCICY Program (Fund for International Cooperation Fund in S & T www.pcti.gob.mx).

Between December 2013 and december 2014 he has worked as Team Leader in the framework of the Program for Strengthening the Competitiveness of Nicaraguan SMEs, leading the Technical Assistance to strengthen technological innovation actions among the various actors of the National Innovation System of Nicaragua and encourage the ICT development.

Between 2015 and 2018 he has carried out training activities designing and delivering training courses on opportunities for international cooperation, multilateral funding (EU, World Bank, IDB, AfDB,...) and collaborative internationalization strategies (technology platforms, clusters, networking,...). At the same time he has developed studies related aspects of intellectual property in the Horizon 2020 Research and Innovation EU program, and more specifically on issues of ownership, protection and exploitation of research results.

Furthermore he has also been called for the evaluation of research and innovation projects within the framework of the Cluster Go-International calls managed by the EC EASME Agency and Eurostars2 calls, managed by the Eureka Secretariat.

Throughout the first quarter of 2019 he has been selected as International Technical Assistance Team Leader to perform the evaluation of the Galileo and Copernicus EU Space programmes potential use in Peru.

He is a consultant and advisor to the European Commission since 2007, and since then he operates as an independent consultant, specializing in the design, development, evaluation and monitoring of innovation and competitiveness programs and projects.

His responsibilities in various public and private entities, his participation in international programs and committees, his knowledge of science and technology policies and different projects typologies, have enabled him to acquire a wide experience and skills in research/innovation/competitiveness international program management.

  • Active participation in the preparation of R&D International Programmes, in particular the R&D EU Framework Programme and the FONCICYT program between Mexico and the EU.
  • Design, implementation and monitoring of bilateral cooperation programs in science and technology between the EU and Central America.
  • Design and management of the Innovation Action Plan for Ibero-America, in the framework of the CYTED program.
  • Excellent diplomatic skills acquired in the real world of negotiating institutional bilateral and multilateral agreements.
  • Vast international relations, information networks and numerous personal and professional contacts.
